Error 404 while posting an http image on news system

Hello X10hosting,

Everytime i post an http:// image url in my news system and i click on save i get this error:

Forbidden
You don't have permission to access /adminpnl/index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I have set my permissons to whrite but nothing helps. Can you please help me?

But you must sign in to do this. Its a news script but every time you set a picture with a link that begins with http:// than he shows:
