Webmail will only work when you login with an existing email account, by selecting webmail at the dropdown for the account in question from the "Email Accounts" page.

The icon on cPanels "front page" should probably be removed as it is missleading, there's no longer an automatically created email account based on cPanel username, and hasn't been since a cPanel upgrade a while back, which is why you can not send mails without using an email account you created.
