Hello, can you please be more specific? What you are installing that requires exec()? Please provide as much information as you can.

I have an FFMPEG binary that can run on a php script and the script returns a secrurity error saying that exec() has been disable.

I'm setting up an app/service where users can view and upload other user's videos.
And it is required of me to convert the videos to in order to make it web and server friendly.
Of course I'm not going to activate it without paid hosting though.
But I really want to complete it.

Our servers don't support FFMPEG, and we don't allow video hosting sites as you are describing (testing or not).

No, but if you want you can get a VPS and install it yourself. Since they are unmanaged you will have to install and support it yourself.
