commonly that comes up if you:
A) have a misconfigured .htaccess
B) have the wrong file permissions set, they should typically be 644 for files and 755 for directories (public_html need 750).

Check your file permissions first (applies to all subfolders as well), if they are right, please paste the contents of your .htaccess and we can help troubleshoot what may be the problem there.
