Help i think my php is restricted

This is what i get when i try to install my vb

i have done a google search and it says that it could be that the php is in safe mode, i know this vb is good i downloaded it straight from vbulletin.com , i did upgrade to the php 2 package but its still pending on the upgrade, idk if that will fix it or not.

when i try to goto the install page of my vbulletin, any help? And they also sent me the email saying i have been upgraded to the second php package.

vbulletin needs advanced level or 3rd level of php . it will not work on the 2nd level . you can place request here.
