Help! my_sql connect error

I keep receiving this message whenever I try to log into my page. Does anyone know how to fix it? I don't want to have to completely rebuild my wedpage. Any and all help would be appreciated. I looked it up and it said something about the possibility of creating a superuser so that I could always connect with my page but I have no idea how to do that or if that has anything to do with my issue. Please help!

Also, when I try to log into myPHPAdmin I get the following error:
phpMyAdmin - Error
You should upgrade to MySQL 5.0.15 or later.
Any help would be appreciated

Im still getting a server refused connection. It was working before but it isnt anymore.
