Help with "High resource usage"

I was recently suspended for high resource usage. But from the look of things, I don't really know where that usage comes from. Please can I know exactly the part of my site that is doing that, or appreciably, the actual script that misused that resource?
I was able to unsuspend myself, but I don't want it to happen again.

submit.php is the one showing up most frequently, but submit_article.php and captcha.php also shows in logs.

In fact, I was just trying to download my database so that I don't lose my data when my site went off, but as soon as I tried in the phpmyadmin, the login form returned and when I tried to log in,I receive the attempt failed message.
Checking at the user control panel, I realized I was suspended once again for the same reason.
I don't know but I have been running this site for quite a long time and receiving the same average links for that period, even higher, why now?
Now I am at 2 of 3 warning level.
All I want is to get a back up of my database and I'll be okay.
Can you please do that for me? Because I don't know when the last warning is coming, maybe few hours later.

OK, I'll be glad if any of the admin could investigate and tell me the real cause since my monthly bandwidth is still showing omb usage.
