How to change upload size - Getting upload error

Hi, just installed Joomla and i am trying to also install Gantry5 with helium template. I am getting the following error when trying to install the template:

Error
There was an error uploading this file to the server.
Maximum PHP file upload size is too small: This is set in php.ini in both upload_max_filesize and post_max_size settings of your PHP settings (located in php.ini and/or .htaccess file).

Unable to find install package

I created a php.ini in public_html file to set the limits but I still get the same error when trying to install the template so it would seem the php.ini is being ignored.

Any ideas how to fix this?

Update - Checking Joomla, Admin reports upload size is set to 2M

I created a php.ini in public_html

the init file (in the error message) is on the sever and you do not have access to it
the one you made in folder [ public_html ] will not replace it

Admins need to set the limit - which S/B 16 MB

I'm disappointed we missed this thread - so sorry for keeping you waiting. I have amended xo2's PHP 7 configuration with the corrected upload limit. Please let us know if you continue to have any other problems.
