Have you used up your 1000mb quota (1 tb) ? What is the link of your site?

when I go to my cPanel, it tells me I have used about 65 mb but I have still not started developing it yet. I am suffering from Writers block.

free users start at 512 MB, and must use at least 75 % of their current space.

the process is started by creating a new post requesting the increase,
(like you did)
then wait for support to reply and let you know if your eligible for the increase.

Requesting admin review.

Keep in mind:
* An admin is going to see everything on your account
* Backups of files on your account are not allowed
* Files not related to your account are not allowed
* Music, video, e-books, etc. that are not yours to distribute are not allowed
* Anything else in the terms of service and acceptable use policy

Most people get denied because they have a wordpress backup folder or something similar. The copyright stuff gets people rarely; most people won't ask for an admin look at their illegal file cache, but every once in a while...
