how to link 1 file to my index ??

I AM TRYING TO CREATE A LINK IN MY INDEX MAIN PUBLIC , THAT WILL LEAD TO ANOTHER WEBPAGE I CREATED . I DO NOT KNOW HOW TO DO IT . IE WHEN I DO T
the index is on the air but i cant get to the bottom of the paths ,and how do i put files in folders ,that wil be visible to public ,besides my index

First: Calm down. Then press on the little button to the left of the a that is written "Caps lock" on so the text ISN'T LIKE THIS. Yhen plz write down your question a little easier way because I don't understand what you want. This is what I understand: You have an site on another host. You started an hosting here and want an link to that site or do you want an redirect to that site???
