It's been like that for a long time honestly. For now the upgrades are not available, there's discussions about the future of them (what perks should come with prime for instance).

You can still sign up for premium hosting by going directly to the premium site: https://x10premium.com/
During signup there will be an option to input information about your current account for an automatic migration from the free hosting server.

For what I am going to use, I only need to not have to log in every month. Not a lot of traffic going to it. It is mostly a landing page with redirects elsewhere. A few dollars to not have to login is worth it. $6 a month is not really worth it.
