I Cant Create Free Hosting !

I am trying for some months to create a Free Hosting Package but i cant !!

What is the problem anybody can tell me ?

Since you didn't include any error message you have been receiving, let me guess.

1. Blocked country (Serbia). See Country Restrictions
2. Using a proxy to get around #1.
