Yes, this is a limitation on Let's Encrypts side and not one we can alter, your best bet is to try again at a later time and hope that the limit has been lifted.

If I understand it correctly, the ****.se.ke is a free domain you have gotten from a third party, and by the look of that error it is actually too many of the users of that free domain provider that have used Let's Encrypt in a set time period, usually they reset the limits eventually.

There's also a ratelimit towards our servers, which once we hit that forces a four hour cooldown window before new certs will be generated on that server, but by the error message this was not the limit that was hit in this case.
