I'm still getting Cannot load from mysql.proc. The table is probably corrupted

I'm getting the error "Cannot load from mysql.proc. The table is probably corrupted" when I try to do anything with procedures. I asked a while back for help with this issue and it hasn't been resolved yet. An internet search says that "the simple fix to this problem is to run the mysql_upgrade command." I'm pretty sure I'm not able to do that, but if I am, can someone tell me how?

Well I can't access the Procedures table in my information_scheme, and I can't make any changes to procedures that use timzap_warswithfriends.
