I was just wanted to check with someone and make sure I understand this option
Inactivity Timer. If I use this and pay $3 for one year I won't have to worry about
my site getting shut down because I didn't log into the x10 community forms within
the two week time limit?..

Does X10 do a auto draft from my bank account each year or do I need to do this manually
every year?..

correct. you don't have to log in for a year.

and I do believe that x10 has recurring billing. so that it will auto-renew itself once the time gets near.
but, during my time as a VPS owner (1month, lol it just wasn't working out for me) x10 had sent me a bill to my paypal, but it required my authorization for the money to go through. But I cancelled it before the month was over.

so in short and from my experience, they bill you recurringly, but it might need your authorization to go through

My payments has always been automated (well the few moths I was on paid before becoming staff). Might depend on weather you're verified, got a credit card attached (I have both a credit card attached and I am verified)

Probably should have mentioned I paid through PayPal, which automatically set it up as a monthly subscription. The verification refers to me being a verified PayPal user.

However to get a full and detailed answer to how you can get verified you are probably better of asking PayPals support.

Is there a place in the account panel or control panel where I can see the status of my inactivity timer?

I'm not sure if you're able to check yourself, but if you post in the forums, a support representative or staff member can check your account for you.

I just looked up your account for you, and it seems like your inactivity timer purchase has gone through successfully. You are now no longer required to log in to the forums for a year starting from the date of your payment.
