I just need to know what can I chooise if I need to send about 1500/3000 email per hours?

No package provides the ability to send that many emails an hour.

Why do you need to send that many?

The limit on free hosting is 100 emails per hour regardless of package.

If anything, you'd have to buy premium, or a VPS, to be able to send more then 100 e-mails an hour.

Another alternative is use SMTP and a Google account.

Except they apparently have blocked the ports.
