I read in another post that after a week I have to request here the disk space upgrade. Is my account eligible for that?

It's free, but you do have to meet these requirements first:
* your account has been active for over 7 days
* your account is using over 50% of your current disk space limit relevant to your website
* your account has a working website that follows the Terms of Service
