JS files not refreshing

Hi,

Whenever I make a change on a JS file, I don't see the changes right away. It takes about 10-15 mins of trying random things (like making a change in another file and refreshing). I have tried disabling browser cache, but that doesn't help. My program is in AngularJS.
Please help.
