I just registered for a new account under ontimetxt and I received the confirmation e-mail, but I can't seem to do anything with my account (i.e. redirect an existing domain name, upload webpages, etc.). Is this account fully operational? What do I need to do to access the webpage directory?

the account is not actually created until after your e-mail address has been confirmed.
When the account is created you should receive another e-mail saying "welcome, your account is now created" (or something along those lines). That e-mail will also include details for your account.
It looks as your account has now been fully created.

You need to log into cPanel and then open up the file manager. From there, you can upload all your pages and other files.
