My files are gone and I can't upload new ones

After the migration all of my files and emails disappeared. An inconvenience, but no biggie, I have backups on my computer.
Then I tried to upload those files. Nothing will upload. There is a message on the top of the page saying that my maximum file size is 0 bytes.
Could someone please help me? I have no idea how to get my files back on the host.
