My IP address is blocked from x10

I cannot access my website, Log into my FTP via filezilla, Or log into my Cpanel @ level.x10hosting.com:2083Google chrome error: Error 118 (net::ERR_CONNECTION_TIMED_OUT): The operation timed out. However, Using a VPN to change my ip address, everything works out fine. I'm thinking my ip address is blocked and I would really like to found out how i can fix this. Please, can anyone help? I'm trying to set my website up and this is really holding things back. Thanks. My username is br63b and my Ip is: 75.152.214.73
