When I click his forums in english link it trys to have me download the php file, when I click the other link it shows a blank page. So yes I would say the site is kinda down/not working.

Hm check the source code and the elements that are missing to see if there is a 404 Not Found Error. This often occurs in situations such as changing a site's URL.

My site's down, too. And what's really odd is that if I go to the homepage, it opens up my old homepage which I deleted, but if I try to get to the actual page I need, it says that that file "may have been moved" or something. But when I open Filemanager, the file is still there.

both of those are wordpress.org blogs in their own folders, so initially I thought it was a wordpress problem, but then I tried to access a picture that wasn't in it's own folder
