You only need one supported language, but it needs to be a complete human translation. Arabics are problematic; they only have the abjad and some classical/standard Arabic word roots in common, otherwise they are completely different languages, so only a speaker of the language in question (in this case, Lalani) would be able to understand. Someone who speaks/reads Syrian or Egyptian would only be able to pick out a few words here and there, and an English speaker who had studied Modern Standard Arabic in school would be at a complete loss.
The rules are quite clear. An accurate human translation (it doesn't have to be in perfect English--grammatical errors and spelling mistakes will not be penalized) into one of the supported languages is necessary to ensure that the other terms of service are being followed (prohibited hate speech, adult content, warez, hacking info, etc.). You can start with a machine translation and correct that if it will make the job easier, but the machine translation alone is not good enough. If you can't provide a translation, you will not be provided Free Hosting services.
