MySQL Limit

I've tried to add more MySQL databases, and i've been told there is a limit of 4 on the side bar, but when I get to 2 databases, it tells me I have reached my limit. Any reason why?

In case you haven't looked yet, all users on Free are only permitted 2 databases. The reason cPanel Stats are showing 4 is probably because it is counting things like PostgreSQL:
