MySQL seems to be down

I have my account connected to display www.logansportlife.org. When someone goes to view our site they get this error message- "Error displaying the error page: Application Instantiation Error: Could not connect to MySQL." I logged in to my x10hosting account and the button shows "Standby" then "Error". How do I access my control panel and fix the problem?

Update- I was able to log in and view my cpanel. Under users, I found a notice that web disk service has been disabled. What does that mean and how do I fix it?

Here's a screenshot- the error is for web disk and when hovering over it says "Service Disabled"

So reading up, I'm pretty sure that's not what I need fixed. Anyone?

Have you tried changing password for the mysql user, and updating the proper row in the configuration file?
I see nothing wrong with the mysql database itself so that would be my first guess.
