Mysql Won't allow outside connections

Hello x10hosting your mysql databases will not allow remote connections i tried using Navicat to connect won't let me i tried http tunneling still won't allow me to connect to the mysql db there is something seriously wrong with this plz help thank you

Sorry but x10 free accounts do not allow remote SQL connections for security reasons.

no. The connection to mysql databases from outside is disabled.
The scripts which are on your account can connect to mysql using the localhost as its mysql host.
