Out of Memory Error

In the past I've never experienced this, but now suddenly I keep running out of memory on my Wordpress blog:

Fatal error: Allowed memory size of 16777216 bytes exhausted (tried to allocate 2122533 bytes) in /home/**/public_html/wp-includes/wp-db.php on line 144

What can I do to fix this? I haven't changed anything from before. This started happening after the PHP updates.

You can see this error in action on my site. It doesn't load properly anymore.. =/

EDIT: I believe I'm on the Intermediate PHP level since I applied for it yesterday, so it's probably done upgrading.

Do you have any types of plugins installed? They could be the cause of this.

Yes I have plugins installed. However, in the past, this error has never occurred, so am I now just forced to uninstall plugins? =/ Is there a way to raise the memory limit?

I'm also getting a weird php error that's preventing me from saving posts. I can't reproduce the error right now since my site seems to be down.

"Your application for PHP v was accepted and your account is pending a PHP version upgrade."

and

"Intermediate PHP Configuration - Upgrade pending"

It's been like that for about 2 days now.


EDIT: This is the other aforementioned post error I get. A 406 error:

"Not Acceptable

An appropriate representation of the requested resource /wp-admin/post.php could not be found on this server."

I haven't made any changes to core files.

EDIT 2: This post error apparently has a possible fix that I could do on my side, but it also seems to stem from a server-side issue involving mod_security.

It seems your site doesn't look like it has upgraded properly when it has.

The php version says v2, but the upgrade is still pending, i am presuming this is some sort of server side issue, so i will contact an admin and see what i can do for you.

I'm a tad confused. So does that mean the php version has correctly upgraded, or does it mean that it hasn't? Should I expect to see no memory issues when it's all properly fixed?

Edit:
Here's a slight update on the 406 error that I get. It only happens in particular posts that I try to save. So does that mean there's a particular keyword that's being blocked by mod_security? I skimmed that particular post and didn't notice anything odd. It was mainly a talk about mkv and avi video files, with a few mentioned of a PS3. Are those words blocked?

Hmm... that's odd then. The only workaround would be for me to go around mod_security, which isn't too safe.

I'm still having the same memory issues. :( I'm really hoping that this can be resolved soon, since my site has basically went into a standstill since these errors started popping up.
Edit:
It's been about 4 days since I had this error, and there still doesn't seem to be a solution to this. I still don't know the true status of my php upgrade, and I still have no idea if anything will be fixed...

Again, I'd just like to stress that I didn't change any files prior to the server-wide upgrades. It's just after that that I started experiencing all sorts of errors.

The most recent set of PHP changes have been made today, are you still receiving this error?
