Dear Cybrax,
Nice question.I am in a kind of dilemma personally if I (personally but not representing X10) should agree for such site or not.If you remember,Mr.Corey recently banned scripts like WPRobot and other news collecting scripts in spirit that duplicating content should be stopped strictly on X10.
As you said in your post,it appeared to me that some content might be lifted-> duplicated
lifting data off a UK government site and re-using it in accordance with
the open-government-licence
I (personally again) would tell you not to use(make such site) it but I would love other X10 support members or staff posting their views and suggesting too.But until then do not make such site as ToS currently does not allow explicitly with out some kind of a doubt(to me).

As of what I understand, scraping content from other websites automatically isn't exactly allowed. It would result in a prompt suspension if found to be occurring. If you were to manually add information yourself (within the allowance of whatever you wish to add, legality-wise) and add your own content to the site, I suppose it might fly but I'd wait for further confirmation. I'm not as well versed on the ToS as deep as other CAs are.

It's a long shot and is without a doubt it's uncomfortably close to going outside the TOS, but it never hurts to ask.
