Permissions problem for LimeSurvey editing

We keep getting permission-related errors on a LimeSurvey 2.05 installation. Such as

Forbidden
You don't have permission to access /survey/index.php/admin/emailtemplates/sa/update/surveyid/166637 on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Some errors are temporary whereas others are permanent. Any way around this? Any file permissions which need be changed using cPanel? Any other changes on your side?

It looks like a mod_security rule is being matched. Please could you provide me with the data you are submitting when this error message occurs?

Whenever we try to edit an email template in LimeSurvey this happens. You can edit it and then try to save the changes.

We are in http://colnect.x10.mx/survey/index.php/admin/emailtemplates/sa/update/surveyid/166637 and try to edit an email template. Even if not not changing anything, clicking the "Save" button results in the error message"
