Php.ini needs editing

I am in need of a mp3 (or any) uploads and i found this one and it ask me to do this

open your php.ini file and search for following keys and make some changes as i change like below :
1 . file_uploads = On
2 . upload_max_filesize = 50M
upload_max_filesize helps you to maximize file uploading size, by default it is 2, you can maximize as your need.

Since i can't edit it i was hoping how or some can do it..

File uploads are already permitted, and upload_max_filesize is set at 16MB. Therefore, this shouldn't be a problem for uploading small files.

However, please remember that we do not allow "File Hosting" on our free hosting service. Services such as public file uploaders, or any service where the primary purpose is to host files rather than a real website, are not allowed on our free web hosting service.

When you signed up you agreed to the terms of service. One of those relates specifically to file hosting.
