php problem?

Since migration in new servers I've experienced a lot of problem with simple php script correctly working before that.

I get errors in a few wordpress plugins and randomly also in WP while posting.

Most of the issue regard fsocksopen so I thought that it can be solved upgrading my php status from v2 to v3 but it was denied to me.

can you solve my issue and get my blog working like before?
