With the majority of your storage space being taken up by backups and cache, you would not be eligible for the upgrade at this time.
Backups are usually no good stored on the server, you should regularly download backups for safekeeping and at most keep the newest one on site. If the something happens, you're likely to loose the backups as well when they are stored on the account.
