The suspension reason mentions that there was a nulled (meaning hacked for pirating purposes) vBulletin install found on your hosting account. Unless you can prove to the staff that you have a valid vBulletin license, this particular suspension falls under x10Hosting's Zero Tolerance Policy, meaning you will not be able to get the account unsuspended.

It means that you can't access your account at all. It will be deleted in ten days unless you provide proof that you legitimately bought the vBulletin.

Pretty much. When accounts fall under the Zero Tolerance policy, they are typically suspended and then deleted. This is what happens unless the account owner can otherwise prove that the suspension should not have happened.

Only nulled scripts are not allowed.If it is also a hacked version you will be suspended again I recommend SMF

You are allowed to use free software and scripts you do actually have license for. Seeing as you didn't buy a vBulletin license, why would you have a IPB license?

I would suggest using free scripts like phpBB
