which is what makes me think it's x10...
IF that was true - why are you the only one with this issue of "popup ads" - on all of the x10hosting's free-hosting servers ?

It's any network I'm on! It's definitely this computer, but it's still so strange.

Further testing shows that it's just Chrome–Firefox works fine. Thanks everybody for helping. It's just still so strange to me that it only targets the two x10 websites that I built.

I've seen weirder; we get fairly persistent notifications for phishing sites that are specially crafted to deny all but a small subset of IP's from accessing them. Usually they do an instant redirect or serve a different page; what you've got sounds similar in that it's not affecting -everything,- just a small subset :(

3 things I can suggest you here:
  1. Have you tried inPrivate browsing & incognito mode for Firefox & Chrome to see if the problem persists.
  2. Check if you have unknown extension installed. Go to Extensions on Chrome & Add-ons on Firefox.
  3. Reinstall Chrome & Firefox. Or just reset user profile, but may not work 100%.

Usually, adware can change the Chrome update channel to 'dev' so if you do see that in the 'about' section where the version is along with the alert below saying that updates were disabled by an administrator, do what @chatngox said (delete the folders that Chrome mentions under the fishy extensions and then remove from Chrome) and reinstall Chrome. If Malwarebytes doesn't pick up a PUM (potentially unwanted modification) hinting that it disables Chrome updates then it's safe to assume that it's gone. Also, make sure developer mode is turned off in the extensions section.

Top tip: avoid multi-bundle packages. Even though they do show that you can deselect software that you don't want to install with it, some will install the useless stuff regardless. I'm looking at you, CNET Download and those "speed up" advertisements.
