Ports blocked?

I'm trying to connect to a 3rd party SMTP provider on port 587 from a wordpress install. The connection keeps timing out though, does anyone know if ports are blocked by default and if there is anything I can do about it?

They are blocked, all mail from free hosting accounts need to go through our mail servers, you will not be able to use a third party smtp provider.
