Problem With Using IPB

I have a problem using IPB when I try send a pm to someone I get: "Forbidden

You don't have permission to access /index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request. Apache Server at fusionads.us.to Port 80"

I also get this message when I try to edit the CSS stylesheet.

I have also having trouble accessing the AdminCP as well I don't know if this is a server problem as my IPB has been working with not problems for a while and today I have these poblems.

I need urgent help now. I now get an IPS Drive error.
