I have a theme that I am trying to upload into wordpress
The theme zip size is 8,036 KB
When I try to upload the file into wordpress I get the following error message:
The uploaded file exceeds the upload_max_filesize directive in php.ini.
Have have looked for the php.ini file but have been unable to fine it.
I don't know why I don't have one
What directory should it be in? What should be in it?

Upload via DirectAdmin to wp-content/themes/

You should be able to install it then.

php.ini is generally only changed by admins. You can override some things, but I think it's better to just do this one manually and if you have a continued problem, then we can go through the extra steps.

To some extent you can change php.ini settings under switch php version, at the top right you'll see "Switch to options" (or some like that), on that page you can change upload limits, if I recall right the default is set at 2 mb only.
