There is no current account linked with that forum account, there is however notation of one that was terminated June 2017 after having been suspended for a period of time. This account is completely gone and can not be reactivated.

If you are asking about one that is currently showing as suspended I'd need the domain to look it up.

OK, as someone who's been with you for many years - would I be able to set up a new account on this user?

Right now we're not accepting any new signups due to performing large overhauls and changes to free hosting.

Once that is done, and signups are opened again, you should be able to do so.
