I would like to know when the access for the Brazilians will be set free, therefore I possess a website that is very visualized, and unhappyly cannot be with it offline for much time.

If you are asking why Brazil was banned, it was because of a DDoS attack on one of the servers. In order to stop the attack, which was coming from Brazil, IP ranges from there were denied access.
