Remote MySQL Access

I know I would have to pay to be able to access, or link a mysql database to a server. Is there anyway for me to have remote access with out paying. All I'm going to use the database is to record who connects, admin info, and ban/kick info. The server is a TF2/Garry's Mod server. Or be able to access a remote MySQL database through my website? :happysad:

You can access external MySQL from X10, you cannot access's X10's MySQL from anywhere else.
