i used to make new website and upload it in this site to see it is working properly or not

We can unsuspend, but due to the nature of what was found it would need to be a clean account, meaning everything currently on there would be removed.

Scripts no longer in use should always be removed, outdated scripts is a common source for compromise for instance. And it is possible that there is a compromise in this case.

The only way the account is unsuspended is that we wipe it and give you a fresh account, all data removed before it is unsuspended.

It has to be this way because if there was indeed a compromise it is hard to find the exact exploit used and be able to just sort that out. The note about removing unused stuff was mostly aimed at preventing a future exploit.

You have exactly two options:
1, we wipe the account and give you a fresh one.
2, the account remains suspended until terminated automatically, I'm actually surprised it had not been terminated yet.

We can not give you the account back as is and risk a compromise giving a third party access to upload malicious contents.
