Resource problems

Hi, I've been trying to install vbulletin, however my account keeps gettin suspended due to high excess system resource usage. I understand my suspension on the first go, since I attempted to install vbulletin immediately after uploading it. The second time, I got suspended again. The third time, I waiting ~2min at every step in the install procedure, but still got suspended.
Some help please..
