i need suggestions about the blog theme and usage

It's pretty impressive. The top design is great - if you designed it it is good, if you chose it it shows good taste.
I'm not from India, but the [limited] content is really interesting.

Tiny point, there seems to be some overlap on the bottom lines.

Whose Blog software is it?

The blue boxes that contain articles don't match with overall site design. I suggest you use a shade of gray or red or orange instead of blue.

Make header and footer of boxes flat instead of gradient.

Selected day in calendar has light blue font on light gray background with red borders. I just don't understand your idea? :dunno:

Explanation
Your header image contains shades of black, red, yellow and some small portions of green. Why are you adding another color (blue)? That's one of the basic rules of web (and graphic) design. Don't add new colors if you don't need to.

Your whole layout is flat so why adding gradients? If you decided your design style stick to it!

Your header image looks great. Don't really meter if you didn't made if yourself but if you did then I can only say nice job.
