it publishes now but a white screen comes up saying it works on topsandiegorestaurants.com but when I use a proxy I can access my site

It still says it works but every once in awhile when I refresh I get this instead of it works

I've getting this too. Haven't been able to update my website in a week.

9 out of 10 times the Cpanel won't open, and when it does, it won't let me publish the site because of the error mentioned above.
