I have several questions such as:

How do you create a DB using cPanel?
How do you enable ip banning?
How can you connect the forum do the website? For i.e whenever the forum is online the sidebox will say it is online and etc.

To create a database using cPanel, login to it at http://yourdomain.x10hosting.com:2082/ as usual, and choose MySQL databases. Use the add database section to create one. Then you need to create a MySQL user, there's a section of the page for doing this if you scroll down a little. Next, use the add user to database bit to link the username and database.

Also in cPanel is an 'IP Deny Manager' section. Just open that, type an IP address and click add to ban it.

As for your question about the forum, I need you to elaborate on what you're trying to do - I don't understand what you're after.

To the database answer you provided me I know how to do that but I just need to know how you can use vSignup to connect with the cPanel DB.

There should be a config.php file (or similar) in vSignup, you just need to edit that and put in your MySQL database details. (The host is localhost)
