Site isn't working for me (urgent)

My site isn't loading for me. It is for other people, but not me (Also works thru a proxy bypass server)
It always comes up with:

[h=1]Oops! Google Chrome could not find thewelcomeinn.forum.pcriot.com[/h]

I have cleared the cache in the web brower and the DNS in Command Prompt, what is wrong?

What have I done?

When I go to your site I can see a broken image labelled 'UNDER CONSTRUCTION'.
Have you tried flushing your DNS? What country are you in? Have you tried waiting 24 hours incase it's ISP caching?

The site that is working for everyone else is http://thewelcomeinn.forum.pcriot.com/phpBB3 . The under construction page is meant to be like that for the moment. I have flushed the DNS and I am in Australia
