Slow response and time outs

I'm new to PHP and MySql and I've uploaded a test App to my site and am concerned that the App is doing something its not supposed to, as the site response is very poor with multiple time outs. Is there a global reason for slow response? Or do I need to look at the App more closely?

For example
I have a Welcome page which is a php page that has no lookups to my DB and only one header include but this often times out so leads me to think its the server.

Any advice gratefully received.

Hello, if you're not to worried about pasting your code i could have a look at it and see if it's causing the issue. Currently i don't see anything that could be causing the server to be overly slow, and i checked a bunch of sites on your server and they all seem to be loading fine.
