It seems after some searching on my cPanel that full website backups/restore and SQL backups/restore are missing from the menu, is it just me or was this service ended?

That was never intended to be offered to free hosting users, it just popped up during the migration because the packages were not fully configured at that time.

The cPanel Backups system caused a fairly large amount of server load, yet there is a perfectly suitable alternative to it, which is to use a service such as FTP to backup files and use phpMyAdmin to backup databases. :)

which is exactly what I did about 2 days before this migration hoopla. when my site came back up, a lot of files were missing, mostly plugins. I'm just glad I didn't make too many major changes in those two days before the migration hit.
Was easy enough to start the upload, head to work and come back, check to make sure everything was in it's place and re-import the sql database. good to know though. but if you wanna make sure backups don't eat away at the server memory/CPU/space you should disable the "backup" option through the auto-installers available via cpanel.

Those auto-installers backs up the installed script only periodically. The backup option in cPanel allowed you to make a full cPanel backup with all settings, files, folders etc. In it self not a huge issue when a single user at a time doing it, but when a large number of users decide to do that at the same time, it does cause for high resource usage. Free hosting does have a few thousand users per server, which is the main reason it is not an option to have it available for free hosting.
