I use free hosting from x10hosting.com. When I accessed my email from my x10hosting.com login home page using the Google Chrome browser, I got a warning that the site's security certificate should not be trusted. I proceeded anyway, and everything seemed to be OK. Should I be concerned? Is the security certificate the reason why some servers block access to the x10hosting.com site and also to it's email?

That is simply because that your operating system does not appear to trust 'Alpha CA' certificates.
When I try accessing the starka cPanel I do not get this message from Google Chrome because my computer trusts it.
This is not the fault of x10Hosting and is simply because it's not in your operating system's register. You shouldn't be concerned.

As Dead-i says, the current system for certificate authorities makes it so that not all CAs are trusted by all browsers/OS at the same time. I haven't had this message ever on my system, but whenever it happens, I recommend checking the recipient of the certificate, as well as the URL you are connecting to. If both are the same as usual, then it's just your browser/OS acting out.
