I currently have 3 websites that total in size at about 3.5 gb. Would I be allowed to host them here without getting suspended? The use about 10 gb of bandwidth a month.

Yes, you are allowed to host those websites without being suspended as long as all the files on your account are legal and related to your website (no file hosting allowed).

High resource suspensions have nothing to do with disk space and bandwidth, but rather CPU/RAM/processes.

If I decide to upgrade to premium later, will all my files be transferred also?

As soon as you buy the premium hosting package, all you have to do afterward is send in a support ticket through the client area of x10hosting.com and request the manual transfer of your free account to the paid one. Be sure to include all of the details of your free hosting account in that support ticket.
